Gary is the Chief Financial Officer and provides direction and control of all financial functions of the agency, including oversight of the agency’s Accounting Department,  banking activities, and tax preparation and filing.  He is also responsible for planning and coordinating the preparation of the agency’s annual budget, and financial forecasts for the agency, including balance sheet and income statement projections reflecting current trends and plans.

Most recently, Gary served as Director of the City and County of Honolulu’s Department of Community Services, overseeing over 100 employees and administering $100 million of federal, state and city appropriations, which provided housing, homeless services, low income services, elderly services, and workforce development to Oahu’s at-risk populations.  Prior to his cabinet appointment, Gary served as Senior Vice President Finance and Vice-President/Chief Financial Officer for two of Hawaii’s largest credit unions.

Gary grew up in Kaneohe and graduated from Castle High School, the University of Hawaii at Manoa (BBA-Finance) and the University of the Pacific McGeorge law school (Juris Doctor with distinction). After law school, he passed both California and Hawaii bar exams, then practiced law for eight years at a large Honolulu law firm.  Gary was honorably discharged from the United States Air Force (Air National Guard) after thirteen years of service.
